Devoted to improvement of public services
On April 4, 2018, the President of the Republic of Uzbekistan Shavkat Mirziyoyev chaired a meeting devoted to the analysis of activities and further important tasks in the field of public services provision to the population and business entities.
The lack of information and communication resources and databases in a number of government bodies still creates difficulties in provision of public services. Low level of introduction of information and communication technologies, the remaining preference of paper workflow management lead to unreasonable financial expenses, increase in waiting time by citizens and formation of queues and, as a result, – in some cases to the facts of corruption and bureaucracy.
In accordance with the Decree of the President of the Republic of Uzbekistan “On measures for radical reforming the national system of rendering public services to the population” of December 12, 2017, the Agency of public services at the Ministry of Justice has been organized. Since January 1, 2018 all “one window” centers are transformed to the centers of public services at the National receptions.
Currently, these centers are providing services such as receiving applications for defining children in preschool education institutions, registration of citizens in the funded pension system, connection to engineering and communication networks, coordination of project documentation, issuance of permits for construction and installation works, individual housing construction (reconstruction), special water use or special water consumption. The Prosecutor General’s Office and the Ministry of Justice are instructed to further expand the list of public services provided by these centers.

Provision of each type of public service is envisaged to be simplified on the principle “Moving documents, not citizens”, primarily due to independent receipt by authorized state bodies and other organizations of necessary documents and information from other structures. It was noted at the meeting devoted to the analysis of activities and further important tasks in the field of public services provision to the population and business entities.
Of course, this system based on modern technologies, designed to facilitate cares of the population, creates great amenities. However, the presence of some shortcomings hinders the prompt and qualitative provision of services.
Some authorized bodies have not completed full implementation of the electronic information system, interdepartmental exchange of information has not been established. Some centers are not equipped with fiber-optic networks for Internet access.
At the meeting, these problems have been critically analyzed, the Ministry of Justice and the Ministry for Development of Information Technologies and Communications, other relevant departments were given instructions on providing creation of an electronic information system and an electronic database on 50 public services, as well as connection of all centers to the Internet via fiber-optic communication lines.

At the meeting chaired by President Shavkat Mirziyoyev on April 4, the need to run an electronic queue system in all centers and to create applications allowing to use public services on mobile phones was emphasized.
Instructions were given on development of standard projects of buildings of public services centers, building them on the basis of public-private partnership in accordance with modern requirements and providing benefits to investors participating in such projects.
It is known that 35 types of licenses and permits in the sphere of entrepreneurship are issued by the government. Such excessive centralization hampers the development of business activity. In this regard instructions were given on sharp reduction and simplification of licensing and authorization procedures in accordance with the State program “Year of supporting active entrepreneurship, innovative ideas and technologies”.

At the meeting devoted to the analysis of activities and further important tasks in the field of public services provision to the population and business entities, the unsatisfactory state of rendering public services in the spheres of cadastre and construction was seriously criticized.
The State Committee of the Republic of Uzbekistan on Land Resources, Geodesy, Cartography and State Cadastre was entrusted jointly with the Ministry for Development of Information Technologies and Communications to introduce an electronic procedure for maintaining cadastral documentation of real estate, as well as to arrange the issuance of cadastral certificates not in the paper form but in the form of an extract from the electronic register. The need was noted for completion of introduction of “License” information complex until May of this year, which allows issuing all permits and licenses in an electronic form.

At the meeting that was chaired by President Shavkat Mirziyoyev on April 4, it was noted that in Uzbekistan it is necessary to replace more than 5 million driver’s licenses until 2021. However, there are 3-4 structures in each region that carry out replacement of licenses, and 49 in the country. From now on, replacement of driver’s licenses will also be carried out through public services centers, for this purpose a representative of road safety service will be involved.
Taking into account the suggestions made during the on-site receptions, instructions were given on introducing reception of documents from applicants, in an experimental order, wishing to enter the baccalaureate of Tashkent State University of Law, in public services centers at places.
At the meeting, reports of heads responsible for the sphere were heard, important tasks on improving the system of public services were identified.
